President Tu Guangshao Attended Boao Forum for Asia Annual Conference 2018

Mr. Tu Guangshao, Vice Chairman & President of CIC attended Boao Forum for Asia Annual Conference 2018 from April 9 to April 11 and spoke at the sessions of "Rethinking Overseas Investment", "Building Resilience in US-China Economic Ties" and "Japan-China CEO Dialogues" on topics such as China's investment overseas, Sino-US trade relations and developing new ways for Sino-Japan cooperation.

On the new measures of China's reform and opening up that President Xi mentioned in his keynote speech, President Tu said that China is a huge market, the more open China is, the more global enterprises and stake holders can share in the fruits of China's development and the underlying opportunities. Therefore, China's opening up is a policy that not only benefits China but also contributes to the global economic development.

President Tu made three observations regarding the trend for China's outbound investment. First, the size of China's investment overseas remains large, which speaks to the fact that huge market demands continue to exist. Second, China's investment overseas in 2017 dropped compared with the previous year, but it's actually a good thing because it shows that irrational outbound investments featuring unclear goals, vague strategies, ineffective methods and insufficient management are decreasing, and China is making more healthy investments overseas, with more capital invested in areas closely related with enterprises' development. Third, China's outbound investment will become more sustainable as it gets more rational, healthy and mature. He also said that China's outbound investment is a key component of China's opening up process, and national policy is being simplified as demand for outbound investment increases.

President Tu also said that CIC has been continuously adjusting its overseas investment targets and sectors over the recent years. On one hand, infrastructure is still a key area of CIC's investment, which needs to be supported by large-size long-term stable funding. On the other hand, CIC has been following the changes in industrial structure and opportunities brought about by technological evolution, and constantly adjusting its investment strategies accordingly and find new investment opportunities.

About Sino-US trade friction, President Tu said that trade friction between China and the US might cause continuous and ripple effects around the globe given the economic status of the two countries. China's recent statements show that China seeks not only to maintain its position on this issue but also to protect the long-term interests of the world.

During his visit, President Tu also attended "2018 Tencent Boao Dinner Meeting" and "Ifeng Night", and delivered speeches on topics including the synergy of outbound and inbound investments and developing new ways for investment cooperation with the world. He said that China's inbound and outbound investments have become the dual pillars for China's capital flow, which is a new phenomenon that shows China's integration into the world. We will need to make more efforts on inbound and outbound investments to support global economic growth and China's integration into the world. On inbound investment, we should pay more attention to creating a favorable business environment. Only by creating a fair and IPR protecting legal and regulation environment can we achieve win-win situations from sustainable inbound investment. On outbound investment, China's enterprises should be more informed, when going out, of international rules and the history and culture of recipient localities, and they should respect local regulatory rules. In the meantime, their investment should contribute to local development. This is the only way to create more sustainable and stable prospects for China's enterprises going out.
