23-10-2026CIC International Advisory Council (IAC) Meeting 2026 was held from October 18 to 21 in Beijing. During the meeting, Mr. HE Lifeng, Member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, met with IAC members at the Diaoyutai State Guesthouse.
The theme of this year’s meeting was “Transformation and Reconstruction: Anchoring Long-Term Value Amid Divergence and Resilience.” In his opening remarks, Chairman ZHANG Qingsong gave an update on CIC’s recent work, especially in terms of optimizing overseas investment, enhancing in-house investment capabilities, improving the comprehensive risk management system, expanding international cooperation, and fulfilling social responsibilities. He emphasized that amid profound and complex changes in the development environment, CIC remains committed to its role as a long-term institutional investor that operates on an international, market-oriented, and professional basis. The company is actively responding to changes, exploring new opportunities, and striving to build a world-class sovereign wealth fund. Chairman ZHANG presented appointment certificates to new IAC members, thanked IAC members for their ongoing support and guidance, and encouraged all members to leverage their expertise and experience to advise on CIC’s development and serve as a bridge between the company and the world.
During the panel discussions, IAC members shared insights on three topics: “Reading the Big Picture – Global Macro Landscape Under Geopolitical Reshaping,” “Making Informed Choices – Current Investment Opportunities and Risk Prevention and Control,” and “Strengthening Core Capabilities – Building Independent In-house Investment Capabilities and Asset Allocation Strategies.” Members noted that amid profound changes in the global political and economic landscape, CIC should continue to leverage its advantages as a long-term institutional investor, optimize global asset allocation, seize investment opportunities in areas such as artificial intelligence, and steadily address external risks to enhance its investment capabilities.
The meeting was chaired by WU Wei, Vice Chairman, President, and Chief Investment Officer of CIC. Members of CIC’s Executive Committee, along with representatives from departments, overseas offices, and CIC Group companies, attended the meeting.
During the annual meeting, IAC members attended workshops with CIC teams on specific issues including macro landscapes, asset allocation, risk management, and overseas investment. They also attended the 2026 Financial Street Forum Investment Conference and CIC Parallel Forum, hosted by CIC. In addition, they visited the Beijing Economic-Technological Development Area to tour several high-tech enterprises, gaining firsthand experience of the vitality of China’s new quality productive forces.
The IAC, which is composed of distinguished international experts from diverse backgrounds in government, academia, and business, was established in 2009 as an internal advisory body with a mandate to advise CIC on its development strategy and investment business. It also equips the company’s executives and staff with insights on macro issues, international financial market conditions, and global investment trends.
